Mobil oversea scholarship

Please i need your help. While applying for the just-published Mobil scholarship, i came across the part with provisional admission and i got confuse because i don't have any such admission yet with any foreign school. Please anyone who has gone through this process before should come to my aid. Thanks my fellow Nigerians.

U have to secure an admission with a foreign university before apllying for the scholarship. So if u'v not alreasy gotten an offer, u r not eligible to apply.
