Job Title Officer.Community Relations

Function
Job Summary
Maintain cordial relationships with all stakeholders in host communities where cell sites/ base stations are located
Leverage existing relationships to support achievement of the company's objectives
Principal Functions
Conduct surveys for proposed sites to assess and determine suitability of locations and minimize/ avoid community related issues
Evaluate prospective cities, towns and communities identified for build and make recommendations in line with best practice
Identify all community and non-community issues and work within company procedures and guidelines to resolve the issues within agreed timelines
Create and maintain databases on all community-related issues
Ensure key internal stakeholders across the Radio, Transmission, Site Acquisition, Rollout, Legal and Finance teams are aware of all community related issues
Initiate and carry out dialogues, meetings, and negotiations where necessary on behalf of the organization to resolve issues relating to rollout and post-rollout operations in host communities
Provide input in the development or modification of company guidelines and procedures regarding community relations
Ensure due diligence and integrity in all dispute resolutions
Ensure agreed terms with communities are fulfilled
Identify opportunities to develop communities and advise all relevant stakeholders within and outside the company on programmes that can be implemented to develop communities
Ensure proper implementation of all community development programmes approved by the company
Maintain relationships with host communities after sites are integrated and promote the corporate image at all times through implementation of initiatives and programmes that strengthen the company's position within the communities
Create a ranking of spots based on community issues in all areas planned for build, reference the areas against existing database of community issues and present report on status of issues for management attention
Inform and educate host communities on the benefits of locating BTSs in their areas and provide first-hand answers on all related queries
Educational Requirements

Job Summary
Ensure corporate compliance with terms of license and other regulatory prescriptions
Principal Functions
Interface with the Technical team to ensure Etisalat Nigeria's compliance with technical standards in erecting base stations, masts and towers
Develop/ prepare mandatory weekly, monthly and quarterly reports for the Nigeria Communications Commission (NCC)
Monitor and maintain a database (compliance matrix) of all regulatory compliance issues and ensure Etisalat Nigeria�s compliance in line with the Etisalat Group's Compliance Programme
Establish and maintain valuable corporate contacts within the NCC and other regulatory authorities
Create an efficient filing system for regulatory compliance and other regulatory matters
Provide guidance to the Commercial team on products and promotions registrations, tariff approvals and other relevant requests and approvals from the NCC and other regulatory authorities
Monitor international legislation, guidelines and their impact on the business
Support the Regulatory team (Strategy/ Economy and Technical) in carrying out assigned tasks and deliverables
Educational Requirements

Job Summary
Manage and coordinate all RF planning and optimization activities to implement the strategy for design, planning and optimization of Etisalat Nigeria's radio network coverage and capacity rollout.
Principal Functions
Advise on strategies for capacity rollout and support the Director-Engineering by providing field-sensitive feedback on the nominal rollout strategy
Co-ordinate the evaluation of local and global telecoms trends and development and implement strategies to counter/ minimize possible impact on the architecture and integrity of the access network
Keep abreast of global and local best practices as they relate to RF planning and optimization
Identify required resources, personnel and funding to achieve the divisional strategy
Establish and maintain relationships with key internal and external stakeholders
Manage the day-to-day activities of the unit and ensure alignment with the overall goals and objectives of the division, department and the organization as a whole
Manage the execution of the unit's work programmes and plans
Manage the planning of the nominal radio coverage across the country
Monitor and track the detailed RF design carried out by the regional teams to ensure conformity with the nominal rollout plan
Monitor network performance and configuration to ensure conformity with formulated performance strategy and KPIs
Ensure that radio coverage is done in a timely manner so that it falls in line with regulatory stipulations for GSM rollout in Nigeria
Assist in identifying specialist tools, equipment and solutions for radio network coverage enhancements
Ensure that the RF component of the required network coverage matches Marketing's requirements
Ensure radio network quality and performance achieves the KPIs and quality targets as defined by Director-Engineering
Plan and manage the human and material resources of the team/ function to optimize performance, morale and productivity

Job Summary
This role requires a mix of business and technical management skills (service ownership role). The successful candidate will oversee, maintain and provide operational support to Etisalat Nigeria�s repository of customer facing and front-line solutions. He or she will lead a team of Specialists and Analysts who form the solution support. Drive service innovation, support all enhancements and new implementations in the associated OSS/BSS domains and liaison with vendors/partners and end users on matters related to strategy, product evolution and service quality.
Principal Functions
Manage and oversee the analysis, build, design, implementation and acceptance of new products configuration in the customer facing and front-line /voucher management and mediation modules;
Oversee implementation, integration and upgrade of new/existing solutions in the Customer relationship management module (CRM) enterprise wide;
Oversee resource planning for the order handling process for SIM cards, recharge vouchers and ensure the demand requirements are met within stipulated timelines;
Oversee the technical scoping, capacity planning, hardware sizing and system functional requirement availability for the customer facing and front-line systems;
Ensure timely delivery of all enhancements, initiatives and projects;
Prepare RFxs, business cases and audit statement of compliance and functional requirements for customer facing and front-line solutions;
Manage the daily activities of the Customer Management team to ensure constant system availability, acceptable end user experience and perform routine and ad hoc maintenance activities;
Work with the IT Strategy, Infrastructure and Service Management teams to ensure adequate resource capacity is available to meet business demands;
Ensure all queries from internal customers are resolved within agreed SLAs;
Coordinate the monitoring and documentation of operating procedures and resolution of slow performance issues;
Ensure the provision of support functions down to the last line of support (for problems relating to database and operating systems) before escalating to IT vendor;
Assist in planning and managing the human and material resources of the unit to optimize performance, morale and enhance productivity;
Manage inter-functional relations to ensure synergy across the various departmental functions.;
Prepare/compile agreed periodic activity and performance reports for the attention of the Head, OSS & BSS;
Attends all meetings and provide all required reports/KPIs in a timely manner;
Perform any other duties as assigned by the Head, OSS & BSS.
Educational Requirements
First degree or equivalent in Engineering, Computer Science/IT, or a related or relevant discipline. Postgraduate and/or professional qualifications in related fields will be an added advantage;
Strong experience implementing / integrating call centre / CTI solutions. Specifically, good working knowledge of the Avaya Call Centre suite will be a great advantage
Good technical knowledge of integration /middleware technologies and approaches, core network elements (e.g. SMSC, USSD GW, VAS platforms, etc.) including experience of the Intelligent Networks (IN)/Charging platforms, voucher management, CRM tools, etc.;
Knowledge of/familiarity with TMF or related / comparable standards will be advantageous.
Experience,Skills & Competencies
Between six (6) and eight (8) directly relevant post-NYSC work experience in the telecommunications industry in Nigeria or key markets in Africa, preferably in a team-leading or supervisory role
Ideal candidate must be able to demonstrate:
Experience with producing business cases and Unified Modelling Language (UML)/other renowned solution modelling experience;
Ability to communicate complex technical details in very simple and clear business terms;
Effective at influencing and negotiating solution options.
