249 PPPRA staff get N5.7bn salary this year

The Petroleum Products Pricing and Regulatory Agency (PPPRA) says the total salary of its 249 staff for the 2012 fiscal year is N5.7 billion, prompting concerns from federal lawmakers that the figures were too high.
PPPRA executive secretary Reginald Stanley disclosed the staff salaries yesterday at a budget defence before a joint committee of the National Assembly on petroleum resources (downstream). Based on the total wage figures he gave, the average salary per worker at the agency stands at N23,694,780 for 2012, which is much higher than the annual salary of a permanent secretary. Some of the National Assembly committee members including their chairman Senator Magnus Abe were alarmed by the huge salary figures. “N5.725 billion for 249 workers? In this country?” Abe asked. The committee members were enraged by what they saw as Stanley’s inability to provide documents backing the salary expenditure profile. Because of that, the committee stopped the budget defence session and ordered the management of the agency to report back on a date to be fixed later. Abe did not say specifically what the committee will do about the salaries of PPPRA staff but said the amounts budgeted for government agencies were subject to review by legislators. Stanley also told the committee that his agency gets 15 kobo on every litre of petroleum sold in the country as administrative charges, prompting further questions from lawmakers on how the monies generated were spent. Abe said it was an offence for ministries, department and agencies to spend funds outside the Appropriation Act, adding: “If that has been going on in the past, we should put a final stop to it, it shouldn’t happen again.” He added: “I want to bring to your attention, the attitude of some of our operators in the sector who always think that except appropriations are drawn directly from the Consolidated Revenue Fund, they are not accountable to the parliament for it. “I want to make it very clear that, except the money you get from your father’s farm or your grandfather’s farm is spent, any amount that comes through you or to you is expended through any agency as part of the public responsibility is subject to a review by Nigerians and the National Assembly that represents the interest of Nigerians. “Nobody can receive money on behalf of Nigerians, spend it on his own behalf without recourse to the National Assembly. I say it with a particular reference to agencies that are by law allowed to generate and make their own expenditures.” Also speaking, the chairman of the House of Representatives committee on petroleum (downstream), Peterside Dakuku, said, “In this era of reforms, one great tool to reform is the budget. That is why we’re taking our budgetary process very seriously.”

@kaylarge: u have just spoken wats going on in ma mind and in the mind of other comrades, I guess. A forumist sometym suggested this and I believe is the right thing to do now. We have waited too patiently, lets start taking it to the people we copied during our publication while we are on the street protesting... Lets send a letter to National Association of Nigerians Students requesting their solidarity during the course of the said protest. While these are in progress, we wil think of how to arrange a press confrence to thesame effect... @Gen. debrown, sakabu, sadeeq, usmar and others lets hear frm u, pls. We cant seatbck and wait for others to fight for us. Lets give NUPENG and PENGASSAN's threat a locus standi

Latest news: MPR finished their budget defence today. Increase in staff strength was captured in DPR's budget. DAM, MPR perm sec, DPR's director and NNPC's GMD all left NASS for DAM's house. They r still there as am typing this. Let's pray the director will finalise with her this night, as regards this recruitment once n 4 all IJN. Amen!

@caribian: I dont think its has anythng to do with budget, bcos we were once told that money has bn released 4 d conclusion of dis recruitment. For the director to say all is set for d dispatche of letters to d sucessfl ones, it equally implies that everythng about budget has bn settled. The only reason y letters have nt bn released is cos DAM has refused to approve the release of letters as containd in NUPENG/PENGASSAN communique on their recent threat to shutdowm DPR.

Oil workers under the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) and National Union of Petroleum and Natural Gas Workers (NUPENG) have flayed the Minister of Petroleum Resources, Mrs. Diezani Allison Madueke over her refusal to release the appointment letters of successful candidates into the Department of Petroleum Resources.
The oil workers wondered why the minister has held on to the appointment letters for two years despite the issuance of certificate of compliance by Federal Character Commission.
The union therefore warned that it would have no choice than to shut the Department of Petroleum Resources if the minister continues to delay the release of the appointment letters to the successful candidates.
The oil workers disclosed this in a communiqué issued at the end of its joint National Executive Committee meeting which held in Calabar, Cross Rivers State, recently.
A copy of the communiqué signed by the Presidents and General Secretaries of the unions was made available to our correspondent in Lagos, yesterday.
When contacted, spokesman of DPR, Paul Osu said the agency is not aware of the oil workers’ communique. He promised to find out about the communiqué and get back to our correspondent.
The oil workers expressed disgust over the resurgence of fuel scarcity in the country and implored the federal government to take appropriate steps to end the scarcity in the interest of the nation.
According to them, government should provide more incentives to encourage investments in the downstream sector, especially the building of refineries and petro-chemical plants by investors

Why your blood dey hot like this? I don't pray for it but wot if after all these your name is not on d list, won't u feel all ur anxiety would have just ended up in nothing. So u better stop this anxiety as everybody is just hoping and praying for the best, which you should be doing instead of worrying urself like this. This list must be released but when is where the? is.

@All, I dont thing there is need to mobilize ourselves or bring NANS into this issue. I suggest we just write a letter and send a copy to the presidents of both PENGASSAN & NUPENG to thank and show our appreciation towards their effort and concern about this recruitment while we sit back and continue with our prayers. even one of our General can volunteer to draft a letter.@Debrown and other comrades pls say something! just my suggestion..
