Blessone, I think the site is busy because lots of people are trying to logg into it.So just wait for a less busy time like very early in the morning or very late at night to go into the site.Infact all u need is the site, dont worry about the doc, it just the advert refering u to the web site. It take less than 5 mins to cmplete the application.best of luck to you

i have applied successfully using mozilla firefox. though u will encounter some problems submitting the form, but just keep resending it until it is submitted.

Don't lose hope. I guess they are using a very small bandwidth and so can not accommodate a lot of applications at once. Just keep using the "back" button on your browser instead of refreshing. All the best................I applied yesterday!
