Position Description
Job Duties/ Responsibilities/ Accountabilities:
Plan all technical and operational activities in order to (i) anticipate conditions, reasonable changes, contingencies and potential mishaps, and (ii) establish a sequence of events and the time required to accomplish the objective.
Arrange, distribute, and delegate activities for running smooth, safe, cost-effective, and efficient technical operations in accordance with company’s policies and good international oilfield practice.
Ensure that necessary inter-departmental coordination and cooperation is maintained at all times in the operations and that all direct reporting managers involved in any project or phase of operations maintained effective communication so that projections and potential variances in those projections are properly disseminated and action timely and effectively taken.
Manage company’s HSE activities to meet company and regulatory standards of performance, ensure integration of the HSE Management System with every aspect of the company’s technical activities, and promote an HSE-awareness culture, particularly in front-line supervisors.
Maintain effective and business-like relationships with all appropriate government authorities and other relevant third parties in the technical area, as well as close communication with APS Geneva to assure the best use of the functional support.
Protect adequately company’s interests and assets through the developing and implementation of effective tendering and contracting strategies for all technical activities.
Actively participate in developing training and development programmes for national technical and operational staff in coordination with the HRD.
Key Performance Indicators/ Performance Goals:
Achieving annual forecasted oil production within approved operating and capital expenditures budgets.
Maintaining, in a joint effort with the General Manager, Business Services, controllable operating expenditures below $6.00/barrel annual average.
Completing drilling and facilities projects on schedule, resulting in zero production deferment due to delays in execution.
Achieving zero LTA.

Number of employees in unit: 134 (including key contract staff)
Annual operating budget of unit: US$ 61.8 million
Payroll cost: US$ 4.0 million

Functional/ Technical:
Good technical background in field development (drilling, facilities) and production operations in onshore and shallow water environments.
Managerial:
Proven planning, organising, leading and controlling skills in a difficult environment.

Ability to explore and apply lateral thinking and innovative approaches to problems and targets.
