The people that got regret mail either did poorly at the test or their course of study was irrelevant for the job. Those who got success mail had a high score. those of us without a mail are called reserve. If the guy's that were called for the next stage do badly, other's will be called from the reserve.

... Could it be that some people performed so poorly and badly, that Addax sees it as a mere waste of time to send regret mail and a complete waste of fund to reimburse their T-fare?
