2011/2012 Billateral Educational Agreement Scholarship, how far?

Does anybody know whether they have shorlisted candidates for the test? The information i got from their website indicate that the test will hold this week across the six geopolitical zones of the country but there was no information on those eligible to write. Or is it open to everybody that applied?
