JOB DESCRIPTION FOR REQUIRED STAFF OF LAMED

POSITION 1 Director-General and Head of Business Development

Responsibilities

Initiating the process of policy formulation for the Academy
Overall responsibility for the implementation for the decisions of the Governing Board
Efficient Management of resources of the Academy towards the realization of its goal

DUTIES

Designs and periodically reviews the training programmes of the Academy
Implements decisions of the Governing Council and its standing and ad hoc committees
Implements appropriate performance management systems for staff of the Academy
Develops programme plans and annual budgets for approval by the Governing Council
Builds and sustains excellent relationship with other institutions
Provide periodic financial and programme implementation reports to the Governing Council or its Chairman on its behalf
Presides over all meetings of the staff of the Academy or appoints a proxy where necessary
Carries out other assignments as directed by the Governing Council or its Chairman on its behalf
Carries out marketing functions of the Academy

Key Performance Indicators

Rate of attendance at training sessions
Rate of implementation of the decisions/directives of the Governing Council
Rate of Budget performance

Performance standards

A minimum of 75% of planned attendance
100% implementation of decisions of Governing Councils and its Committees
A minimum of 90% of revenue projection
A minimum of 90% of projected profit
A minimum of 90% implementation of planned programmes
Commencement of the Distance Learning Programme within six months of engagement

Qualification

A minimum of a masters degree with relevant professional qualifications
Possession of a doctorate degree will be an advantage
A minimum of five years relevant experience in training will be required.

POSITION 2 Head of Training & Enterprise Development Programme

Responsibilities

Designing and review of the training programmes of the Academy. These shall include microfinance and enterprise development training
Planning and implementation of approved training plans
Ensuring high quality of training programmes
Ensure quality in training delivery

DUTIES

Designs and periodically reviews training programmes of the Academy within the guidelines provided by the Governing Council and management Team
Produces periodic training plans.
Plans and organizes training sessions to exceed expectations of clients
Collaborates with others to conducts client satisfaction surveys and shares results with the Governing Council
Identifies and assists good Resource Persons
Manage the Distance learning Programme
Carries out other assignments as directed by the Director-General

Key Performance Indicators

Rate of attendance at training sessions
Level of satisfaction of clients
Rate of training programme implementation
Rate of participation in the Distance Learning Programme

Performance standards

A minimum of 75% of planned attendance
90% participation in Distance Learning Programme
A minimum of 90% implementation of planned programmes
Commencement of the Distance Learning Programme within six months of engagement

POSITION 3 Head of Research and Publications

Responsibilities

Designing proposals for researches and studies
Planning and implementation of research proposals
Production of publications
Management of the library and resource centre for LAPO Group

DUTIES

Designs research proposals
Relates with relevant staff within the LAPO Group to identify study needs within the Group

Plans and implements research and study proposals.
Disseminates research findings
Collaborates with other persons within LAPO to produce relevant publications
Manages LAPO Resource Centre and Archives
Carries out other assignments as directed by the Director-General

Key Performance Indicators

Rate of production of researches and studies against projections
Number of publications against projected
Number of resource materials against projected

Performance standards

A minimum of 100% of planned researches and studies on time
90% of materials in the Resource Centre
A minimum of 90% of projected number of publications

Qualification

A minimum of a First degree in a relevant discipline
Possession of a masters degree will be an advantage
A minimum of three years relevant experience in training will be required.

POSITION 4 Secretary to the Council and Head Administration and Marketing

Responsibilities

Arranging meetings of the Governing Council and its committees
Ensuring smooth administration of the Academy
Promotional activities for the Academy.

DUTIES

Develops meeting calendar for the Governing Council and its committees
Takes and develops minutes of meetings of the Governing Council and its committees.
Develops marketing plans for the Academy
Develops and periodically review administration and people management procedures and manuals for the Academy
Prepares annual reports for the Academy.
Carries out other assignments as directed by the Director-General

Key Performance Indicators

Number of meetings held as against number planned.
Quality of minutes of meetings of the Governing Council and its committee
Number of participants at programmes as against number planned

Performance standards

100% of meetings planned held
A minimum of 75% of participation in planned programmes
Error free minutes and records of meetings
Existence of Administration and People Management manual with six months of engagement
Production of Annual Report not later than April 30 of the following year.

POSITION 5 Head of Finance and Accounts

Responsibilities

Ensuring adequate financial management system is in place and properly operated
Ensuring preparation of timely, accurate, and comprehensive periodic financial reports
Ensuring that financial records are made available for periodic audit exercises

DUTIES

Designs appropriate accounting systems for the Academy
Maintains all appropriate books of records and accounts for the Academy
Prepares monthly financial statements for the Academy NOT later than 12^th of the succeeding month
Prepares annual financial statements (Profit and Loss, Balance Sheet and Cash Flow) not later than February of the succeeding months.
Prepares annual budgets and monthly cash budgets for the Academy
Relates with the Group Internal Audit Unit as well as External Auditors for the purpose of conduct of audit exercises
Prepares monthly budget monitoring statements for review by the Governing Council and Management
Provides necessary professional advice and guidance on financial management
Carries out other assignments as directed by the Director-General

Key Performance Indicators

Timeliness and accuracy of monthly financial reports
Timeliness and accuracy of annual financial reports
Timeliness of preparation of budgets
Timeliness and accuracy of budget monitoring reports
Timeliness of completion of audit of annual financial statements

Performance standards
