The State Partnership for Accountability, Responsiveness and Capability (SPARC) is the main governance programme of the Department for International Development (DFID) in
Nigeria. SPARC commenced in 2008 and runs through until July 2015. Its overall purpose is to enhance the efficiency and effectiveness of selected state level governments’ use of public resources, and it focuses on policy, strategy and monitoring and evaluation; public financial management (PFM) and public service management. .
SPARC are looking to recruit a Long Term M&E Advisor to join the SPARC team. The M&EAdvisor
will be based in the Abuja office but will also be required to make visits to the states supported
under the programme as required.
The M&E Advisor will be responsible for support to and coordination of both elements of the
programme’s M&E work-stream: i) ‘Internal’ performance management system, and ii) ‘External’ state-level development and application of M&E.
The M&E Adviser will report to the SPARC National Programme Manager, work under the
technical guidance of the M&E Programme Development Group (PDG) member and be supported
in carrying out their responsibilities by the Senior M&E Technical Officer.

Terms of Reference
1. Internal performance management system.
• Developing and managing the central M&E work plan and budget,
including managing the implementation of annual SPARC evaluation
studies under the technical guidance of the SPARC Programme
Management Unit (PMU) and PDG.
• Management of the M&E Management Information System (MIS),
ensuring that it is effectively and regularly maintained and updated,
including oversight of MIS operation by state and programme teams and
preparation of regular MIS performance management reports.
• Coordinating the review, adjustment and quality assurance of programme
and state logframes as part of the annual work planning process, including
the frameworks used to measure performance against logframes.
• Coordinating the preparation, submission and quality assurance of
quarterly log frame progress updates and RAG assessments by
programme and state teams and preparing summaries of these for inclusion in quarterly progress reports.
2. External state-level development and application or Mc:xt:.
• Quality assurance (Q/A) of programme and state M&E workplans, TORs,
. consultancy reports and technical outputs as per SPARC Q/Aprocedures.
• Support to M&E Technical Stream Leads (TSLs) in carrying out their
functions, including organising regular TSL meetings to review progress in
implementing work plans.
• Provision of backstopping support to states as required – remote or onsite
as security arrangements permit – in the absence of TSLs.
Profile Required
Based on the above terms of reference, the expert should have the following
profile:
• Advanced University Degree (MSc/MAlPHD) in a directly related
discipline.
• Minimum of 10 years relevant professional experience
• At least 5 years working in a developing country context. Experience in the
M&E of governance programmes and working experience in Nigeria or
Sub-Saharan Africa would be an advantage.
• Excellent knowledge of a broad range of M&E concepts (e.g. logframes,
results based management, performance measurement, mixed method
evaluations ).
• Good working knowledge of management information systems and their
use in supporting performance management.
• Excellent analytical, writing and computer literacy skills, including
spreadsheets, databases and statistical analysis applications (e.g. SPSS).
