Job Description:
Development and implementation of strategic engagement with Abuja based federal/national level partners (CS, Media, NASS, MDAs) in support of on-going state level activities: demand and supply side partnership building (linked to state level partnerships) for policy advocacy and monitoring on specific issues (e.g. MNCH, Gender in Education, Water Supply & Sanitation, Climate Change, etc, but with an initial focus on PHC/MNCH in support of work with PRRINN-MNCH), budget process, MTSS, fiscal responsibility, public procurement, civic education, strengthening of state legislative systems, and scaling-up/replication of SAVI’s approach – with guidance and support from the core TA.
Responsibilities:
· Strategy Development
Establish and maintain intelligence on opportunities and constraints for the programme at the Federal level.
Oversee and contribute to the generation and updating of the Federal PE analysis / DOC study, with particular focus on key issues and related power blocks, and including update of civil society, media and NASS mapping at Federal level.
Support the process of key governance issue/process identification, and reaching consensus between CS/citizens groups, SLPs and DFID at the Federal level in response to needs/requirements of SAVI State Teams.
Identify capacity building needs of media, CS/citizens groups and NASS at Federal level and opportunities for provision of support to build their skills and fill communication gaps.
· Oversight of Strategy Implementation
Develop annual work plans, programme budgets and any procurement plans for FPSS.
Oversee and coordinate Federal level inputs with State level workplans & budgets: quality assure state and programme workplans, under the co-ordination of the A&E Adviser, to ensure identified gaps and needs in state teams and partners capacity (internal, programme & external) that can be filled through federal support to states are adequately reflected throughout state ‘strategic planning’ frameworks – from the LF & ToC to state ‘activity logs’ to ‘workplans’ to ‘forecasts’.
Oversee and coordinate identification of full-time and short-term TA required for Federal level inputs in liaison with STLs.
Oversee and approve all Federal level inputs by full-time & short-term TA: national & international advisers/consultants.
Pre-approve all FPSS documents to be shared outside of the Federal team.

Minimum Job requirements:
· Minimum 7 years experience with civil society organisations, state & federal legislature, media, and development
· Degree in international development, social science or other relevant educational background
· Preferably a Masters degree in the above disciplines
· Experience in Voice & Accountability improvement, including relational, technical, institutional and legal with an International Donor Organisation or Int. NGO
· Development and implementation of strategic engagement with federal/national level partners (CS, Media, NASS, MDAs) in support of ongoing state level activities
· Understanding of all aspects of programme development, strategic planning, project implementation, monitoring, reporting and communications
Programme Details:
SAVI is a DFID-funded programme providing support to help Nigeria use its resources more efficiently/ effectively with focus on Governance and Service Provision.The objective of the programme is to increase the ability of citizens to claim rights and hold governments accountable. The programme is functional in Abuja (head office), Enugu, Jigawa, Kaduna, Kano, Lagos, Zamfara, Yobe and Katsina.
Services are provided to select CSOs, think tanks, media outlets and SHoA in building up their capacity in representing citizens’ demands and holding government to account.
Through funding of activities, mentoring and helping with access to government SAVI aims to help these organizations develop their own ability to engage in issue based advocacy and monitoring of government processes.
