@Obisiv, you don't necessarily have to use dreamweaver. If you have ms-office installed on your computer, just use the MS-office Picture Manager to crop and/or re-size to the required picture size.
@thepulse without stretching the pic? U knw they want it 600px by 600px right? Don't thnk microsoft office picture manager can do it except ur passport already had square dimensions.

Open ur pix wit ms pix manager.at d top menu bar click edit den click resize.a smal box wil appear den tick 'allow distortion' n den write 600 in each of of d two 'resolution boxes' den save it.u r gud

@bobkezel u will only stretch/distort the image with your method. Its better u edit with a professional software like photoshop.if ur pic isn't a square, add more canvas to length or width as appropriate then resize to 600 by 600
