yes you can,especially if you got time!
i did it with sybex(todd lamle),packet tracer and you practice some dumps after reading and undrestanding the book.
tips:1)get packettracer and sybex book
2) practice as you learn.....VERY IMPORTANT,DO ALL LABS IN THE BOOK AND POSSIBLY CREATE YOUR OWN
3)UNDERSTAND THE CONCEPTS....I'M NO ADVOCATE FOR SHORTCuts
basically CCNA will test your SUBNETTING AS WELL AS TROUBLESHOOTING SKILLS
4)OFFCOURSE Configuring is the easy part!!!
5)dumps help you remember minor details,be prapared for simulated questions
6) keep asking questions and you won,t miss it.
yep,exam plus study materials cost me less than 60k but i had ample time

yes u can pass the certification without going for any training. But the truth is, there is a big difference between passing and exam and knowing it.
